True belly dancing tells a story or conveys a particular emotion. It takes many forms. There's folkloric dancing, cabaret-style, Turkish, Egyptian, Lebanese, and others each unique in its own right.
It is not, as some think, akin in any way to stripping. In fact, Middle Eastern dances are supposed to be family oriented. They began, when women danced for each other in social situations just as we in this culture sometimes get up and dance at parties.
A belly dancer speaks to the audience through her movements. There is a great deal of gesturing with the upper body and chest.
Belly dancing is a good workout as well. The movements work the entire body stretching and contracting the muscles around the abs, back and hips, and increasing core strength.
